AIR FORCE EVALUATION:
AFPC/DPSIM recommends denial of the applicants request to add
the Elementary Excellence in Competition Rifleman Badge to his
military records. AFI 36-2903, Dress and Personal Appearance of
Air Force Personnel, directs the wear of uniforms, insignias,
awards, and decorations; however, the Elementary Excellence in
Competition Rifleman Badge is not listed as an authorized item
to be worn on the Air Force uniform.
A complete copy of the AFPC/DPSIM evaluation is at Exhibit C.
AFPC/DPSOR recommends denial to list the Elementary Excellence
in Competition Rifleman Badge on the applicants DD Form 214.
Per the DPSIM advisory, the badge is not authorized for wear on
the Air Force uniform and is therefore not authorized to be
listed on the DD Form 214.
A complete copy of the AFPC/DPSOR evaluation is at Exhibit D.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicant's complete submission in judging the
merits of the case; however, we agree with the opinions and
recommendations of the Air Force offices of primary
responsibility and adopt their rationale as the basis for our
conclusion the applicant has not been the victim of an error or
injustice. Therefore, in the absence of evidence to the
contrary, we find no basis to recommend granting the relief
sought in this application.
